This dish comes from the New England area. Despite its name, it has no connection whatsoever with anything even remotely Chinese made, as it is, with elbow Macaroni. On visits to my grandparents in Maine, my grandmother frequently put this comfort food on the table. Hers usully had celery in it which I have nixed in my own version. There are many versions of this, some made with tomato soup or other vegetables, some made with ground turkey instead, so modify to your hearts content. It's hard to mess up.

ingredients
1 ½ lbs ground beef
olive oil or butter
½ lb (2 c.) uncooked elbow macaroni (or what ever you have to use up)
1 medium onion, chopped
1 medium green pepper, chopped
1 15oz can tomato sauce
1 can diced tomatos (i used 28 oz)
1 cup water
1 t salt
added some seasoned salt
¼ t pepper
1-1 ½ tbsp. Worcestershire sauce
preparation
Add ground beef to a large sauté pan and cook over medium high heat until browned. Remove the meat and set to the side. In a tablespoon or so of olive oil (you can use butter if you like) sauté the onion, pepper and uncooked macaroni until the onion is soft. Return the browned meat to the pan and add remaining ingredients. Cover and simmer for 20-25 minutes or until macaroni is soft.
